Terms of Service
Last updated: October 18, 2026. Operator: Marut Marutyan, Yerevan, Armenia. Contact: support@tenderscope.app.
Agreement
These terms are an agreement between you and Marut Marutyan, an individual sole proprietor based in Yerevan, Armenia ("we", "us"), who operates TenderScope: the website tenderscope.app, the dashboard, the MCP server and the REST API (together, the "service"). By creating an account or using the service you accept these terms. If you use the service for a company, you confirm that you may accept these terms for it. You must be at least 18 years old. TenderScope is a business tool.
The service
TenderScope collects public procurement notices (tenders) from official portals, brings them into one structured format and makes them searchable for you and your AI agents. You can search tenders, open a tender card with lots, codes, budgets and document links, save watchlists and receive alerts by email or signed webhook when a matching tender is new, amended or close to its deadline.
Where the data comes from
- European Union: Tenders Electronic Daily (TED), through its official public Search API. Contains information from TED, © European Union, ted.europa.eu.
- Armenia: the ARMEPS e-procurement system (armeps.am), where the notices announced on gnumner.am are published. We read the public tender pages and the published invitation documents to extract facts such as budgets and lot names.
- Russia: the Unified Information System in Procurement (zakupki.gov.ru), notices under Federal Law 44-FZ.
We only use information that public authorities publish for everyone, without any login or paid access, and we respect the portals' rate limits. We store the facts of each notice (such as title, buyer, deadline, budget, lots and classification codes) and links to the original pages and documents; we do not store or redistribute the document files themselves. TenderScope is not affiliated with, endorsed by or operated by any of these portals or the authorities that run them.
Always check the official notice. Data can be delayed, incomplete or wrong: portals change their pages, notices are amended or cancelled, and automatic extraction from documents can make mistakes. The notice on the official portal always prevails. Before you bid, verify deadlines, budgets, requirements and documents on the portal.
Your account and API keys
- You sign in with a one-time email link or with Google. Keep access to your email account secure.
- API keys and MCP tokens are like passwords. Keep them secret and do not publish them in code or chats. You are responsible for all use made with your keys, including by people in your team and by agents you connect. You can revoke a key in the dashboard at any time.
- Tell us at support@tenderscope.app if you think someone else has used your account or keys.
Acceptable use
- Use the service lawfully, including the sanctions, export control, procurement and anti-corruption laws that apply to you. Do not use the service if you, or the organization you act for, are subject to sanctions that prohibit dealing with us, or on behalf of such a person.
- You may use the results in your own work and in your own products and workflows. Do not resell or share access to the service, and do not offer the data in bulk as a standalone dataset, database or API that replaces TenderScope.
- Do not bypass plan limits, share keys to pool limits, overload the service, probe or attack it, or copy, decompile or reverse engineer it.
- Webhook addresses you add must point to systems you control or are allowed to use.
- Do not use the service to harass officials or buyers, to send spam, or for any unlawful purpose.
Plans and prices
- Free: $0. 500 calls per month, 1 watchlist, a daily email digest, text queries and basic tender fields.
- Pro: $29 per month or $290 per year. 5,000 calls per month, up to 10 watchlists, alerts every 30 minutes, webhooks, structured filters and full tender cards.
- Team: $99 per month or $990 per year. 50,000 calls per month, unlimited watchlists, everything in Pro.
- API: $299 per month or $2,990 per year. 500,000 calls per month, unlimited watchlists, everything in Pro.
- Extra-call packs: a one-time purchase of $5 that adds calls to your limit for the current calendar month (Pro +1,000, Team +1,500, API +2,500). Packs are not available on Free.
Every MCP or REST call counts towards the limit. Limits reset on the 1st day of each calendar month (UTC); unused calls do not carry over. When the limit is reached, further calls are refused until the next month, an upgrade or a pack. Prices are in US dollars; sales tax or VAT is added at checkout where it applies. Subscriptions renew automatically at the end of each period until you cancel. If we raise the price of your plan, we will tell you by email at least 30 days before the new price applies to your subscription.
Payments: Paddle is the Merchant of Record
Our order process is conducted by our online reseller Paddle.com. Paddle.com is the Merchant of Record for all our orders. Paddle provides all customer service inquiries and handles returns. Your purchase is also subject to Paddle's buyer terms. Card and payment details are collected and processed by Paddle; we do not see or store them.
Cancellation and refunds
You can cancel at any time from the link in your Paddle receipt email or by writing to us. Your paid plan stays active until the end of the period you paid for and then returns to Free. Refunds are described in theRefund Policy.
Availability
We work to keep the service available and the data fresh (sources are refreshed every 30 minutes), but we do not guarantee uninterrupted service or a fixed response time. If a source portal is down or changes, that source can be behind until we fix it; search results mark such a source as degraded. We may carry out maintenance, and we may change or remove sources and features, telling you in advance where a change significantly reduces what you pay for.
Ownership
The service, its software and its documentation belong to us. Procurement notices belong to their publishers and are provided under the portals' own terms. Your queries, watchlists and the results you build with the service are yours.
Suspension and ending the agreement
You can stop using the service at any time and ask us to delete your account. We may suspend or close an account that breaks these terms, after a warning where reasonable. If we close a paid account without such a reason, we refund the unused part of the paid period.
Changes to these terms
If we change these terms in a significant way, we will tell you by email before the change applies. If you do not agree, you can cancel before that date.
Disclaimer and liability
The service is provided "as is" and "as available". TenderScope gives information, not legal or bidding advice, and the outcome of any procurement is outside our control. To the extent the law allows, we are not liable for indirect or consequential losses, lost profits, lost contracts or missed tenders or deadlines, and our total liability is limited to the amount you paid us in the 12 months before the claim. Nothing in these terms limits liability that cannot be limited by law or your rights as a consumer.
Governing law
These terms are governed by the laws of the Republic of Armenia, and disputes go to the courts of Yerevan. If you are a consumer, you also keep the protection of the mandatory laws of the country where you live.
